This is because we want to know whether this contractor did some work in this terrain. The reason as to why he gave such a low bid could be because he does not even know what he does. More importantly, we want an assurance from the Minister that they will not vary the depth of this borehole or the works that are supposed to be done. Time and again engineers have gone to vary figures for their convenience after the contract document has been signed."
