    "content": "Thank you, Hon. Deputy Speaker. I rise to support this Motion. First, it became necessary to insert this Article 204 in the Constitution because of our bad manners as a country since Independence. If we were a country that was thinking about allocating resources to develop the entire country in a better organised way, then we would not have this Article in the Constitution. Because over the years and because of the sessional papers that were drafted by people I do not want to mention, which entrenched marginalisation of certain areas in this country, it became necessary to insert this provision in the Constitution and we have to live with it. My concern is that, and I am sure Members have realised, we are appropriating sums that we had already appropriated. That is what is causing me concern.
