    "content": "Hon. Temporary Deputy Speaker, I stand to support this Motion on the Equalisation Fund. Article 204 of the Constitution does not specify which counties are supposed to benefit from this Equalisation Fund. It talks of areas where there are no roads, no adequate water, no health facilities and those kinds of things which are called basic amenities. In this Equalisation Fund, there are some areas in Kenya which were not considered at all when the 14 counties were being mentioned.
