    "content": "I want to allow my colleagues to contribute to this Bill. I thought the whole essence of providing for Principal Secretaries and other Government officials to sit in management boards was to cut on costs because they would be continuing with the work they do. Otherwise, we should have board members and other people. We have people who already work for the Government to make sure that we minimise Recurrent Expenditure and put more of the funds in development."
