    "content": "I do not know who is going to administer the Fund. I am told an unknown office somewhere will be in charge. That is the way Government steals money from the people. This money, if my opinion were to be sought, should have been taken to constituencies in those counties like the NG-CDF. The NG-CDF is doing a good job. Without it, this country would not develop. I dare say that. Look at what has happened to devolved funds in counties."
