    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. From the outset, let me be very clear that this Fund was established under Article 204 of the Constitution. There was no reason for the National Treasury to delay the implementation of this Fund. Like any other fund, we expected to have implementation of these funds very fast. This Fund is meant to improve and upscale vital issues like water, electricity, health and others."
