    "content": "My request is that we first support the 14 counties so as to bring them at par with other counties before we go back to the drawing board and come up with unnecessary criteria for increasing the number. If you look at the poverty level of this country, the earlier identified counties are the most vulnerable in terms of poverty ranking. That is one of the reasons why they were identified. The issue of bringing the already devolved counties on board, for me, is the joke of the year."
