    "content": "Hon. Temporary Deputy Chairlady, this House is making it very clear that it will not be a rubber stamp and it cannot sanitise a payment that has a lot of issues. This afternoon, the House is telling the Cabinet Secretary in charge of the National Treasury that under Article 223, you paid Kshs1.5 billion to some crooks and until the Departmental Committee on Lands finishes its investigation, that amount of money remains an illegality in the Budget and Appropriations Committee. We want to ensure that no money will be appropriated illegally particularly when the House is aware that that money has certain issues. We are, therefore, waiting for the Chair of the Departmental Committee on Lands to bring a report."
