    "content": "The other thing the House and the Committee needs to look at - I do not know whether they have put it in their Report - is variations. The Constitution and the PFM Act are very clear on how a CS can vary support to a project. But we have seen variations as large as 185 per cent. That is unacceptable. It is not right. The budget making process was given to the National Assembly and not the Senate. We must guard that constitutional powers given to this House."
