"content": "Thank you, Hon. Temporary Deputy Speaker, for the opportunity. I found the front seats empty and I did not want to be lonely sitting there alone, so I had to join my colleagues. I want to take this opportunity to join my colleagues in thanking the President for a very elaborate Speech given to this House. Listening to him keenly yesterday, I realised that he really does have what it takes to lead this nation. The Ministry of Health alone in the last financial year lost Kshs5 billion. It was in the public domain. That time I was in the Departmental Committee on Health. We tried to investigate the scandal. It is shocking that even as we talk now, the clinics that were bought at Kshs1 billion are still lying at the port of Mombasa. They have not been supplied.
