    "content": "Order, hon. Members! Mr. Ethuro, stood up on a point of order. The point of order was the constitutionality of the Motion at hand. The wish of the Chair would have been the hon. Members confine themselves to that, not to debate the merits or demerits, or who gets what and who does not get what. The constitutionality was purely the prayer that essentially was advanced by the hon. Ethuro. This is what the Chair will give a ruling on."
