    "content": "Order, Mr. Ogindo! The Chair is going to make a communication on the same on Thursday afternoon. The Motion will either, in the opinion of the Chair, be deemed unconstitutional or properly before the House and it will be concluded. The Chair has already given a ruling on that. The Chair needs to study the prayer, consult with Clerks Chamber and come up with a ruling and a communication from the Chair on the same. That is going to be done on Thursday afternoon. In the event that the Chair rules that the Motion is admissible, then it is going to appear on the Order Paper next week, Wednesday. In the event that the Chair is going to be convinced that the Motion is unconstitutional given the facts which will be elaborately spelt out, we will proceed from there. In the event that it will be found to be unconstitutional, then it will not be admissible."
