    "content": "Mr. Speaker Sir, I just wanted to add my voice in congratulating Governor (Prof.) Kibwana, for as has been said, setting the pace in the trend, mode and the nature of expressing support for this House. He is the kind of person who has gone and made calculations of the losses in terms of almost exact how much it is going to cost. It behooves us to help in the manner in which we should. I support the statement and encourage governors to recognize that there is a procedure and a way that they can reach this House for much of this help."
