    "content": "I hope this Bill will look at all these little bits and pieces. What we have seen so far is many narrow organisations or institutions that tell you, mine is to just issue a permit. What happens after that is none of my business. Another may say; I have no powers to execute or prosecute. We have all these different little institutions that are causing a lot of chaos and draining the extra coin and taxpayers’ money. They do not provide us with what we need in disaster management."
