    "content": "Mr. Deputy Mr. Speaker, Sir, I beg to move that the County Allocation of Revenue Bill (Senate Bills No.11 of 2018) be now read a Second Time. This is a very important Bill which makes provisions for the division of revenue raised nationally among the county governments for the Financial Year 2018/2019. Clause 3 of the Bill deals with objectives or the purpose of the Bill, which is to provide for the allocation of revenue raised nationally and conditional allocations among county governments for the Financial Year 2018/2019 as well as the transfer of the county allocations from the Consolidated Fund to the respective County Revenue Fund. The Bill also deals with the allocation of equitable share of revenue raised nationally in each county government. It also deals with the allocation of the conditional grants from the national Government to various counties.
