For example, sometimes we devolve monies but there are also some forms of marginalisation or discrimination that arises from the fact that governors may concentrate allocations to the center. Increasingly going forward, we may want to see how these monies are going to be decentralised without losing the fact that we need to balance between big projects of economic value and the small ones that speak to the very miserable people at the grassroots level.
