    "content": "Mr. Deputy Speaker, Sir, I appreciate that the Minister for Foreign Affairs at this particular time may be a busy person, but he has a very able Assistant Minister. Why can they not share responsibilities and we get the Questions answered in the House? Is it in order for Ministers to give excuses where there are none? This is because the Minister for Foreign Affairs should be able to answer Questions in this House. I can see that, today, the Front Bench is very well represented, including the Leader of Government Business. Why are they shying away from collective responsibility?"
