    "content": "Madam Temporary Chairperson, I beg to move:- THAT Clause 4 of the Bill be amended by deleting sub-clause (2) and substituting therefor the following new sub-clause- (2) Each county government’s allocation under subsection (1) shall be transferred to the respective County Revenue Fund- (a) in accordance with a payment schedule approved by the Senate and published in the gazette by the Cabinet Secretary in accordance with section 17 of the Public Finance Management Act; and No.18 of 2012 (b) without undue delay and without deduction, except when the transfer has been stopped under Article 225 of the Constitution.
