    "content": "Mr. Deputy Speaker, Sir, after eliminating 039, 016 and 019, I found Candidate KEBS 011, Joseph Kipketer Kosgey, was the most suitable candidate for appointment as the Managing Director, KEBS. In their own decision, the Board had actually reached the conclusion that any one of these five was suitable for appointment as the Managing Director. In their minutes of 6th October, they also decided that because they were unable to reach a unanimous decision on the final vetting, the Minister could use his discretion to appoint any one of those five. I exercised that discretion. The Act actually says the Minister will appoint a Managing Director, in consultation with the National Standards Council. So, I have not gone outside this Act, neither have I gone outside the guidelines."
