    "content": "Secondly, as the analysis above shows, Joseph Kipketer Kosgey is capable and he achieved a high score in the interview. His CV is quite impeccable. It is not fair, therefore, to just say because the Minister, probably, bears the same name as Kipketer that he should be discriminated against. In making my decision, I was also guided by the fact that the position of the Managing Director, KEBS had remained vacant for over a year. We had done a process with KPMG that did not yield results. The process which the Board conducted actually yielded credible results up to the position of the last five candidates. The law does not permit the Acting Managing Director to remain in office for more than six months. The one who was acting at that time had actually exceeded that period. I, therefore, made my decision in view to ensuring compliance with the law. Finally, I believe that I acted in the best interest of my Ministry and that of KEBS."
