    "content": "Thank you, Hon. Speaker. I want to agree by seconding this Motion on limitation of debate on the Annual Estimates and Committee of Supply. I want to start by saying that the budget-making process is the single most important responsibility of Members of Parliament or any legislative body. That is why the people of Kenya decided that there will be no taxation without representation. They have elected their representatives, 290, 47 plus 12 specially nominated representatives to be speaking on their behalf and represent them in terms of Budget scrutiny.
