    "content": "Thank you, Hon. Temporary Deputy Speaker for allowing me to contribute to this very important debate. I must say that the people who wrote the Presidential Speech did a good job, but we need to know whether what is in the Speech is what is on the ground. To start with, the Speech in Paragraph 50 talks about a lot of extensive work that has been done to bring access to quality and affordable health services. I went to a rural primary school where there was cholera. Over 40 years after Independence, as late as this week, people are still dying of cholera in my constituency. The reason being most Level 4 hospitals lack basic facilities. The Matuu Level 4 Hospital lacks drugs, reagents and simple things like gloves, yet we have a very nice Presidential Address. The intentions of the President are very good. Is it possible that public officers are sabotaging the good will and the intentions of the President?"
