    "content": "improve facilities in our schools, housing and employing more teachers are lost. We need stiff penalties on those who are corrupt. They should be punished heavily. I also empathise with housing. A mother is the backbone of a family and the President spoke about housing. I am pained because of what happened in Huruma. As legislators, we need to enact stiff penalties against those who construct houses which collapse and kill our people. We need to enact legislation to punish them heavily because year in, year out, houses collapse in Kenya. Thank you, Hon. Temporary Deputy Speaker."
