The ‘driver’ of the vehicle at the time of the accident. 2. The SACCO in which this specific vehicle is registered and operates under. 3. The traffic police in Vihiga County, who perpetuate corruption and ignorance of traffic rules. And, 4. The responsible individuals who should have provided proper road signage and adequate speed bumps. I thank you."
