    "content": "On a point of order, Mr. Deputy Speaker, Sir. I asked very specific questions which the Minister has not answered at all. Yes, there was a report of an ad hoc committee, but like a report of a committee of the House, until it is passed by the House, it is of no use. Where is the letter to show that the report of the ad hoc committee went through to the council to constitute the advice of the council? Also, though Section 5 allows the Minister to gazette, it does not allow him to do the work of the Permanent Secretary; to write a letter of appointment. All these issues are unanswered. What section in this Act allows the Minister to write a letter of appointment or to negotiate salaries?"
