    "content": "I am glad that for the first time, this Committee has indicated that the National Treasury is more forthcoming with information. We are coming from a situation where a lot of information was withheld from the members of the public and at times, even from the committee of this House which is supposed to scrutinise the Budget. In the Departmental Committee on Environment and Natural Resources, one key area that we identified as a gap is the Big Four Agenda and how resources are allocated to ensure that this objective is achieved. We realised that ministries are struggling to align their proposals with the Big Four Agenda. Therefore, I strongly agree with one of the recommendations in this Report that probably the Big Four Agenda needs to be introduced to this House as a Sessional Paper so that all the agencies and stakeholders are obliged to plan in accordance with it."
