    "content": "Without infrastructure, it will be very difficult for us to realise the economic development we intend to achieve as a country. This is in order although the amount allocated is far much below what the Cabinet Secretary and Principal Secretary in charge of the Ministry of Transport, Infrastructure, Housing and Urban Development indicated they require to help rehabilitate the infrastructure that has been destroyed by floods, which have been occasioned by enhanced rain during the season which has ended. The Equalisation Fund is one of the most important elements in the current Constitution purposely put there to enable the marginalised areas catch up with the rest of Kenya. We appreciate that there are pockets of marginalisation in all counties. I would like to encourage my colleagues to appreciate that in as much as we have pockets of marginalisation in each county, there are counties where an entire sub-county is marginalised. As we try to urge the CRA to come up with a new policy to define marginalization, we need to be aware of the fact that there are counties…"
