    "content": "contractor has finished two years and he has covered only six kilometres. You wonder what happens. I am told they are supposed to be paid on certificates of three kilometres. But even if that is the mode of payment, why can he not move faster so that he completes as many three kilometres as possible so that we can complete that road and go to another one?
