    "content": "Two years down the line, in my constituency I have not seen any infrastructural development culminating from this money. I believe that it might still be the case. So this should have been reintroduced. If it is not there, it is a mistake. We still need it because our budget for NG-CDF is small and cannot suffice the entire demand by the constituency. We had 100 per cent transition in schools and this made all our schools become overpopulated. The Government that had so desired to do this, and it was a very good step, did not provide money that would help expand the infrastructural capacity of these schools, such that the onus is now left for us and you all know how little the NG-CDF kitty is and all the schools are now looking for us. Kenyans were given the impression that with the concept of NG-CDF, all the schools, even the ones that would be done through Harambees, parents are unwilling to do"
