At the outset I would want to follow the Members who have spoken by congratulating the Budget and Appropriations Committee for, for the first time, simplifying the Budget so that Members do not struggle to understand what is where and for the commitment they have put in because this is the first time we have seen the BPS and medium-term plan being adhered to on time.
