    "content": "The Committee also noted with concern the historical pending bills which keep on disrupting the implementation of the Budget every year. The State Department of Interior has one of the highest pending bills in the Government. The Committee recommends that a comprehensive audit of all pending bills be verified and validated, and thereafter provide for an allocation to settle the pending bills once and for all."
