    "content": "The country is also faced with an acute shortage of fertiliser and inefficiency distribution to farmers which has serious repercussions for the country’s food security. According to the Ministry of Agriculture and Irrigation, the Fertiliser Subsidy Programme by the Government covers only 30 per cent of the country’s needs and therefore there is need for enhanced funding for the programme. In 2017/2018 Programme, it was allocated Kshs5.6billion. However, the allocation to the programme has been reduced in 2018/2019 Financial Year to Kshs44.3 billion translating to a 23.2 per cent."
