    "content": "Hon. Temporary Deputy Speaker, I am sorry. The honourable Member needs to understand that now he is in the National Assembly. He was used to the environment of the County Assembly. So, the speed might be a little bit higher but I know he will adjust with time. Again, that is on a light note. Hon. Temporary Deputy Speaker, I was saying that the Members of this House need to take note that many of our counties owe KEMSA a lot of money. So, some of them have actually opted to run away from procuring from KEMSA and going to the local chemists. I urge Members to follow up their counties and urge them, especially the governors, to pay up what they owe to KEMSA. They purchase medicines at a cheaper price compared to the village chemists. If this money is paid, KEMSA will be able to facilitate and make sure that the country has enough medication. As a Committee, we will diligently play our oversight role especially on the implementation of the Ministry’s key projects to ensure that the taxpayers get the much needed quality health services and also to ensure that there is value for money. I thank the BAC. They really engaged us. I think for the first time in the history of this House, we have a budget that Members can be able to scrutinise and go through and see what they are benefiting from, from the county level to the constituency level and almost to the ward level.
