    "content": "The land sector is an enabler of the Big Four Agenda and this is the reason why we are asking it be facilitated more. It is going to facilitate the acquisition of land for housing, standard gauge railway, parks and industrial parks, and provision of the legal framework that is needed to cut the cost of leasing to attract private and foreign investors. It is also going to provide the legal framework to halt further sub-divisions of land, some of which are not helping. If land is funded, as a supporter of the Big Four Agenda, it is going to unlock land for development through various measures such as establishment of a land bank."
