    "content": "Another issue of concern to me is the fact that, in this financial year, we are going to use around Kshs800 billion in funding our debts. Some of the debts that are going to be funded are the sovereign syndicated bonds that were procured in 2014. If you add all these accumulations, you will realise that, as a country, we are going to spend more than 50 per cent of our GDP on funding debts. This is contrary to the Public Finance Management (PFM) Act. Even though the Budget has captured this matter very well, the issue that this House must concern itself with is how this Budget is going to be funded. I am not very certain that this is going to be realised as expected."
