    "content": "The other observation that I have done in this Budget is that a substantial amount of resources is going to be spent on Recurrent Expenditure, as opposed to Development Expenditure. You know that for this country to realise economic development, more resources need to have been allocated towards Development Expenditure as opposed to Recurrent Expenditure. The other issue is that following the experiences of past budgets, development programmes are never sufficiently implemented because of the inefficiencies and incapacities of the implementing agencies.
