    "content": "Hon. Deputy Speaker, the reason why Committees are engaged in budget-making process is to allow them to interact directly with the State departments. Recommendations that committees make should be taken as seriously as possible. Ninety per cent of the recommendations that the Departmental Committee on Labour and Social Welfare made to the Budget and Appropriations Committee were all taken out.
