    "content": "One of the issues that I really wanted to speak about is public participation, which we adequately participated in. We went to 12 counties across the country. It was very important for us to take in the views of the members of the public as we make the Budget as Parliament. It is important that we take their views. One of the things that we realised is that public participation always happens towards the end of the budget-making process. Therefore, most of the things that we capture are not the aspirations of the people. That is why, as the Budget and Appropriations Committee, we sat and thought that it is very important that we go out and speak to the people in the counties before we finalise the Budget Policy Statement, so that we take in the views and needs of the people."
