I urge committees of this House and the House in general, we are at the forefront in the fight against corruption, and we must make sure that we follow to the letter the money we appropriate to each and every public officer. This House must change its way of doing things. After we approve this Budget, the departmental committees must submit a quarterly report of their departments in terms of the implementation and monitoring of those monies. We cannot wait for one Budget to the other Budget. So if it is the committee on national security, every three months they should tell the House how the money we have appropriated to that department is spent, be it the National Treasury or Agriculture, so that we can track this money as the people of Kenya and make sure that the money we have allocated to every project has value to Kenya. Add me just two minutes. Chapter 12 of the Constitution and sections 38 and 39 of the Public Finance Management Act empower Parliament to participate and take charge of the budget-making process. That is why we are different from the Senate."
