    "content": "Lastly, there have been attempts before to do fish processing, auction centers, cooling plants, but a lot of it has stalled. None of those things is working since the Government embarked on them in the 1970s. It stalled in Turkana and it has been stalling in Lake Victoria. In my constituency, there have been three fisheries development attempts but all are stalled. In my view, for purposes of fisheries development, we need to put more money or the existing funds towards rehabilitating and re-utilising some of these areas. For purposes of information, again, it is this department that up to now does not have a Principal Secretary. It just shows exactly how the Government is putting very little energy towards the fisheries department. Thank you."
