"content": "Mr. Deputy Speaker, Sir, I agree that the details are not fully covered, because of the five year period we were supposed to cover. However, each one of the applicants wrote and said: âI am a returning resident.â I was going to quote one of the letters. Many Kenyans returned home in 2009 and 2010 due to the global economic meltdown. They lost their jobs because where they were working, the firms had financial problems. So, they came back. At that time, the Ministry made a policy decision that where there were Kenyans returning home for various reasons, we should allow them to come with their old cars."
