    "content": "Hon. Members, the second proposed amendment is by the Member for Mathare, Hon. Tom Anthony Oluoch. The amendment seeks to amend Vote 1297 under Registration, Regulation and Funding of Political Parties Programme irrespective of gross total estimates of Kshs822,232,095. The amendment seeks to increase the amount to a total of 0.3 per cent of the revenue collected by the national Government. However, I have been informed that due to the magnitude of the proposed amendments, the Budget and Appropriations Committee has recommended that the House does not proceed with this proposed amendment."
