Temporary Deputy Chairlady, I said, due to the re-organisation of Government in line with the Executive Order given by His Excellency the President, the Population Management Services Programme’s budget is being increased by Kshs2 billion for capital expenditure for National Integrated Identity Management System and it is being reduced from the State Department for Immigration and Citizen Services. It is the reorganisation of Government that, that particular function would have been under the State Department for Immigration Services but, with the reorganisation, it has been moved to the State Department for Interior and Coordination of National Government. It is that simple. It is reallocation from one department to the other in the same Ministry."
