I think it is a worthwhile amendment supporting the Free Primary Education Programme by ensuring that there is money for the festivals. It is good because we know our parents have been suffering through paying for it constantly. There is an increase of Kshs75 million, but the Chair of the BAC has not told us where the money is coming from. So, I would like him to be clear. When you say you are increasing Kshs75 million to a Vote, you have to immediately let us know where the money is coming from. Where there is an increase, there is also a decrease somewhere else.
