    "content": "Mr. Deputy Speaker, Sir, I have not had time to examine that list. Actually people pay duty before registration; it is true that you cannot register a vehicle before you pay your duty. Sometimes people pay duty and then they find that they have exceeded the fixed time and then seek exemption. The same Managing Director would advise them to seek exemption from the Minister. In the case of returning citizens, or other citizens, who have incurred costs and the Government has collected revenue and duties, we have allowed them to register the vehicles. We know very well that a lot of the vehicles which are in the country and in our neighbouring countries of Uganda and Tanzania are allowed up to 15 years. As I said, this rule is intended to protect the environment. It is intended to also protect the consumer from very high running costs. Whenever there is an exemption, the importer is required to pay, in full Government taxes and other duties."
