    "content": "My second point is that the Leader of the Minority Party is the one who stood on a point of order to say that for every increment or decrease, we must state where we are getting resources from. The Leader of the Minority Party has admitted that he was not seated in the Committee when this decision was arrived at. The Committee embarked on an initiative to raise adequate resources. I hope the Chair of the Departmental Committee on Transport, Public Works and Housing is in this House. We want to raise resources to bridge a gap of over Kshs18 billion for our roads infrastructure."
