    "content": "I am saying that because we have had extensive consultations, long hours into the night, on this issue. Had we reduced it by Kshs2.5 billion, we would effectively have had nothing for our roads infrastructure. Therefore, you will see when we get to the Departmental Committee on Labour and Social Welfare, that there has been a revision. The reason, which is very simple, is that the NYS is where we are borrowing about Kshs5.7 billion plus an additional Kshs2.5 billion.
