    "content": "Thank you, Hon. Temporary Deputy Chairlady. I have listened to the Chair of the Budget and Appropriations Committee and they want to create a fund of Kshs3 billion. They have taken over Kshs5 billion from this vote. The two are not compromising but out there, trade and everything have stopped because of floods. For how long are we going to wait for a donation from the World Bank? They should take the money from the NYS and not from this essential fund that we so much need."
