    "content": "Hon. Temporary Deputy Speaker, universal access to free and compulsory education is a key tenet of the Constitution of Kenya 2010. Article 53 (1) (c) of our Constitution guarantees every child basic nutrition, shelter and healthcare. Free primary education was adopted as a State policy in the year 2003. That programme has gained significance and success in Kenya. Still, the feeding programme in the Republic of Kenya, although it is an ongoing project, faces regional inequalities. Children in arid and semi-arid areas are partly enjoying the fruits of that programme. However, in some areas and more particularly the western region where I come from, we are not receiving any Government funded free programme in terms of meals."
