"content": "the cost went up, accountability was not even there and so, many people would be taking the milk back to their homes or even unpacking or selling in the villages. There was also lack of firewood to cook in those schools and there was a problem of salaries for the cooks. These are some of the issues that we need to check, as we ask the Implementation Committee to ensure that these are matters that are going to be resolved if this Motion goes through. It is also important for us, as Parliament, to consider the budgetary provisions that will be provided. It is one thing to bring a Motion… I am trying to look at the Budget that we have just concluded and the capitation that is given to primary and secondary schools for free education and the element of school feeding programme is very little. I want to agree with the Ministry of Agriculture. What they need to do is that for schools that have big chunks of lands, they need to support farms and irrigation projects, so that the schools can be self-sustaining. It is one thing to bring a Motion, but it is also another thing for us to have enough funds in the Budget for the programme. I agree that keeping and feeding children is something… I help to pay for feeding programmes for many primary kids. So, it is important for us to have some budget for us to sustain the programme. With those few remarks, I support."
